Signal Diff Agent downloads

Self-contained SignalDiff.Agent builds for customer-hosted crawls. Each zip includes the executable, appsettings.json (production API URL by default), and a VERSION file.

Verify downloads with the published .sha256 sidecar before extracting. See Customer agent setup for install and operations.
